That's Haruna Fukuoka

Special Feature

Racket Doping: Japan's Women's Team in semi-finals despite the deduction of points

Bremen.  China's and Japan's Women's Teams are the first two semi-finalists of the 2006 LIEBHERR World Team Table Tennis Championships. China defeated the North Korean Team while selecting their best players and without losing a single set with 3:0. Japan stood up to Hungary with 3:1.

Even without having lost a match for real Japan had to be worried about its victory. The reason was a positive tested racket from Haruna Fukuoka after the first single. Her victory over Georgina Pota was turned into a 0:11, 0:11, 0:11 from umpire Michael Zwipp while Saki Kanazawa who was playing the third single seemed to be on the way to a Japanese 3:0 success. Zwipp:"At the Racket Control the paddle's values were high above the allowed values so there was no possibility for a mere warning for Fukuoka. The decision had to be deduction of points."

After the surprising change of the result into a 2:1, Japan's teenage star Ai Fukuhara did not let herself be distracted from her abrupt second assignment which was now necessary. An obvious 3:0 over Pota adjusted the balance of power. Afterwards, Michael Zwipp sent Fukahara's racket to the test again. "We wanted to leave no doubt that there was a correct success for Japan. The racket's test was negative as hoped for - Japan had won with 3:1."

Her racket must have tested positive for one of the currently banned solvents.  It also happened to Finn Tugwell at a Pro Tour a few years ago.  The most famous such incident was Kim Taek Soo's disqualification from the 1995 Worlds when his racket failed the test after he beat Wang Tao in the quarters.

Thanks for the clarification?

Sorry about my ignorance on International rules, so they can't use Speed glue?  How long has that been in effect?

Speed glue can still be used.  However, certain solvents are prohibited.

3.02.04.01  Coverings may be attached to racket blades only by means of pressure-sensitive adhesive sheets or adhesives that do not contain a prohibited solvent; a list of prohibited solvents is available from the Secretariat.  7/15/2003
3.02.04.01.01  Adhesives containing volatile organic solvents shall not be used at the playing venue from 1st September 2006 on and shall not be used at all from 1st September 2007 on.  8/27/2005
3.02.04.02  Tests for prohibited solvents will be carried out at World and Olympic title competitions and major Pro-Tour tournaments and a player whose racket is found to contain such a solvent is liable to be disqualified from the competition and reported to his Association.  8/27/2005

strange enough, shouldn't umpire check the thickness of overall rubber and glue before the match started ? Personally it looks like the umpire biased on one side and try to demotivate the Japan team especially after the game then they "correct" the previous decision.

AFAIK, if a speed glue doesn't contain any prohibited solvents, a player can use any amount of glue (as long as the sponge expansion doesn't make the total rubber thickness greater than 4mm).  I believe there are maximum allowed amounts of certain solvents.  A racket can actually fail the test if too much of one of these solvents was used in the production of the rubber (i.e., in the glue used to attach the top sheet to the sponge).  Supposedly, some rubber sheets that have just been opened can fail the test due to this or due to the mixture of the speed glue and the top sheet/sponge glue.  Apparently, the latter is what Schlager was referring to in the interview which originally appeared on the ITTF website as part of the "Player Diary" series:

However, as it is the World Championships, I wanted to make absolutely sure that everything was right. Therefore, I decided to go to the racket control center to have my bat checked. The reason for that was that today I used new rubbers on my bat and sometimes the chemical reaction with the speed glue when the rubbers are fresh can cause a problem.

I didnt want to be in a situation where my bat was checked by the glue testers at the end of the match and didnt fall within the legal limit, so I made sure. I need not have worried the bat was fine.
