What is the difference between tacky and sticky rubbers??

don't you mean tacky vs grippy?
well, i think the difference is that a tacky rubber has a very sticky surface, you can even notice that if you just pass your finger ont the topsheet; this makes it easy to put spin on the ball just by brushing the ball with the topsheet.
a grippy rubber, doesn't have a sticky surface, at least no like the tacky ones. for you to get spin on the ball the ball has to sink deep into the sponge, and voila there's the spin (the faster the ball hits the rubber, the more it will sink, the spinnier it gets). that's why european rubbers have, genneraly, softer sponges, so that the ball can easily sink and get spin.

"Tacky" is sticky, maybe you're thinking of the difference between "tacky" and "grippy".

Tacky rubbers actually have the sticky effect so you can pick up a ball by touching your rubber on top of the ball and lifting it. And when you put a ball on the racket and let the ball run off the side, you'll hear the sound of the ball peeling off of the rubber.

Grippy rubbers have no sticky effect so they can't do any of the above, but they can still generate lots of spin.

Tacky rubbers reduce the flat-hitting power because the ball sticks to the rubber, but grippy rubbers don't. That's why tacky rubbers are easier to use in the short game, where non-tacky rubbers make it harder to keep the ball short.

what do u mean in the short game? close to the net or the duration of the rally?

Tacky (sticky) rubbers generate spin simply by brushing strokes.  They are usually slower and easier to place the ball short for serve returns.  Good close to table play but difficult to generate speed away from the table.

Grippy rubbers generate spin only if the ball is allowed to sink into the sponge.  They are usually faster and requires more touch from the players to keep the ball short (taking the serve right off the bounce, requires good footwork and touch).  More flexible playing distances.

tacky is harder to use away from table.
