Donic's Cayman might be a little too light, or perhaps not quite fast enough, but it's certainly both of those things and fairly hard to boot.

I just got the BTY BalsaCarbo X5. Light and fast. Not the hardest.
Stiga Titanium 5.4 WRB is also very light and fast but not hard.
Balsa based Joola Kool is harder, light and fast.
Most Balsa blades from Dr Neubauer are light, Firewall, Technology, etc.

I think one of the best can be Avalox C555; the speed is a bit less than Schlager Carbon off+, but lighter and full of feeling.
 
Avalox blades are very good and full of story of chinese and not chinese ping pong .

pick one of the stiga WRB hollow handle .... it's light and fast, about the hardness, you have to check, that depends on the model
