So are you saying when someone has a rating of 2000 that means they've won that many games? How do they keep track of all the times he's ever played someone? Do only tournament matches count?

Which rating system are you talking about? ITTF ranking, Australian ranking, USATT, etc...
Your ranking depends on who you beat. And you gain a certain amount of points.

Basically, you get points only if you win and it helps if you win in a match with an opponent with higher rating - the greater the differnce in ratings the more points you get. So, get yourself signed up for USATT-sanctioned tourneys and win some games!

Both clubs I have played at, SDTTA (San Diego) and MDTTC (Maryland), hold weekly round-robin tournaments where you can play with other people around your same level.  Your rating is adjusted after each tournament.  The ratings aren't exactly the same as USATT ratings, but close.  You get official USATT ratings when you play at USATT tournaments.  The rating calculation method for SDTTA is simpler and can be found here:

 
Even if you don't play in tournaments, you can estimate your rating by asking for the ratings of people you play with, and figuring your rating using the above formula.
