A new point of rules is to include under 2.4

Racket coverings are to be used as approved by the ITTF. Physical, chemical or other treatment of raket coverings (with the exception of normal wear), which affect the play characteristics, friction, the appearance, the color, structure etc. are inadmissible.

Sorry guys...but you are gonna have to forget about those time-consuming, money-saving, and harmful experiments.  We are still not sure though how they are gonna plan to detect it.....

Language barrier issue?
 
"racket coverings" = topsheet only, or...
 
"racket coverings" = topsheet and sponge
 
If it means the latter, then chemically treating the sponge with a tuner definitely enhances the "play characteristics."  In fact, that's why we do it!

Racket covering is "bureaucratese" for the rubber (topsheet+sponge), ie, whatever thing you glue on your naked blade.
