I'm considering buying Globe 889 Short pips, and I want to hit alot of spin with these, so would thickest be best, or is it overkill~?

Also lets say I use DHS intensifier, will this make my pips spinnier?

I feel that 1,8-1,9mm is user friendly  if you like to block and hit , but it  depends on what you do at the table . That is really deciding factor of what the thickness of the sponge should be.
If defense is your "Cup of tea" that no sponge is fine.If you attack you may go to 2,00mm .It is hard to generalize and say what is best for different applications.

dhs intensifier will make your pips a little faster and spinnier but boosters/tuner will be banned in september. So you shouldn't use them anymore. You might get a supersoft custom Max sponge from cole either Quattro or Saviga.

I am telling you to try: NP-8 on 2.0mm or 802-40 on 2.2mm if you intend to spin/smash

If you like to block\smash/chop NP-8 on 1.2mm or 1.5mm or 802-40 on 1.8mm

Well I'm more into spinning and smashing, and I know what pips I want, but would a thicker sponge w/ glue, will yield the most spin. Like a rubber with 2.3 sponge.

What would be the difference between a hard sponge and a soft sponge?

How about between a thin hard sponge and a thick soft sponge?

between 1.5mm - 1.8mm

It offers great control, and good thickness to start of with when first learning short pips, later you can go thicker
