Is iit a good idea to use speed optimizer on 802 short pips?

Only if you like to hit the ball in flat line over the table and into the wall.
 
Seriously it would be very fast depending on the sponge.  I know some pro's like David Zhang and the Canadian guy who was on the killerspin crew glue their short pips.  Johnny Huang was it?  I went to look him up at kspin, and it seems he's off the list.
 
But my question is, why are you gluing?  More spin?  Use a spinnier pip.  More speed?  Wow, you better be good.

Is the 802 (untreated) faster than inverted?
Is the 802-40 faster than the 802?

Umm....First I'm going to use it with out speed optimizer. If I don't like 1 application wont kill me

Is just that I didn't have planned to get short pips until my coach told me to. I still don't think is a good idea but we will see what happens when the rubber get here

It depends on your stroke and what sponge you use, but I can flat hit harder with short pips like 802 than with inverted.  If you still have a loop stoke, your shots will be slower with short pips.
 
802-40 is spinnier, but I wouldn't say faster, depends more on the sponge.
 
1 layer of Speed Optimizer will make the sponge softer and springier, but I'd try it without first as you'll need to adjust to the differences on serve, push, block and other strokes and learn to roll and hit more and loop less.
