This is old stuff - read our recent thread about "banning boosters"... ITTF is simply trying to interpret the existing rule 2.4.7... the proper term would be "abuse" not "interpret".
Here is a one simple question that you should ask any umpire or ITTF official who tries to ban your racket based on this utterly unofficial letter
- Are you checking for VOC-free speed-glues?
and then
- why not? why is my VOC-free booster subject to this new strange and vague interpretation of 2.4.7 and a VOC-free speed-glue isn't?
and then politely tell them to shut up and go ponder this in the corner...

this gives me a dilema,i can use a favourite tried and tested rubber with voc free tuner without fear of detection at low cost,or use a hyped up untested rubber at high cost to achieve the same goal,think i know what i`m gonna do(subject to tuner availability,might just stock up)
ps if i don`t do this it will be cheating(my wallet)

I would worry more about checking the 4m thickness even on new rubbers. I have a new sheet of Shriver that is OVER the 4m limit! Even tournements with no ENEZ can check for that.

I agree, it will be much easier to monitor the 4mm thickness rule.
