   Zhi-Ming Li is a traditional penhold long pips blocker. He is rated 2300 (seems underrated) and uses a 5$ setup.

He has an obviously illegal serve.  He doesn't toss the ball at all.

if anything i think hes overrated... i play with a pushblocker on my house league team that's only 1900 u.s and imo, hes WAY better than this guy

He is using LP. Its not like he can serve some really dastardly serve. The other guy had absolutely no problems with it.

He's giving a player close to 2400 a ton of trouble, so he's gotta be a lot better than 1900. That being said, I don't think he's underrated at 2300 or even lower. He and Pushblocker may be the only ones with that style at that level, so the 2400 guy might of had no practice at all beforehand. If he plays Li again and again, he won't struggle as much...

 No offense, but apparently you do not understand his style. In the first video above Li's opponent is Atanda Musa - former world class player who is still rated around 2600. In the second video his opponent Paul David is a solid 2400 player. BTW, Li has wins against 2600+ players. If your friend is way better than Li he can try his luck at the Olympic tryouts.

No doubt he is good. He is also good at irritating his opponent with all those funny emotion expressions such as leg up during blocking.

Zhi-Ming Li  plays in my area and I play him at least once a week.  He's very tricky with the long pips. He's about a 2100 level player without the pips. With the pips, his illegal serve and his age he's about a 2250+ player. Believe it or not he beat Waldner a couple of years ago in China at a tournament ( Waldner probably had a hangover).

He currently is only 2252 rated.. He is a tricky player.. Never underestimate pushblockers.. They always look weaker than they are. It's a ugly, but effective style.. Peter Chen is another example of a long pips penhold pushblocker... Not too many players of 2100 - 2300+ level with that style..
 
Currently, the top 5 long pips players at the table (not choppers)  in the USA  are:
 
Sakda Timsuwan (mostly looper who mixes in long pips blocks) (2374)
Olivier Mader (myself) (2285)
Xiyao Song (2262)
Zhi-Ming Li (2252)
John-Mark Wetzler (2234)
 
Dickie Fleisher is higher rated than any of those but actually uses TSP Curl P2 which is classified as medium pips.

That's not the point.  Besides, it does effect your timing because you're used to seeing the ball go up before the serve.  An illegal serve is an illegal serve, it doesn't matter if it's an easy serve or a difficult serve.

I just don't get why people that don't even toss the ball up get away with that. Yeah he's not doing anything really tricky with that serve but like hookums said it throws off your timing...especially if the game is close and they quick serve you.

This is really common among Chinese players of a certain age, even more so when you play them in China!  Over the years in my various trips there I kind of learned how to not let it bug me. I just told myself, it's 1985, it's 1985, it's 1985. 

But there was also no reason to take it lying down either.  When someone I played did this,  I went "full Gatien"* and would simply hide my serves in almost exact inverse proportion to how high they tossed the ball!  LOL 

* Gatien in the days when hidden serves were legal would have his non-racket arm extended almost all the way across his body.  I spent a long time copying that and then they made it illegal.

they say 2 wrongs don't make a right, but maybe next time I play someone that doesn't toss up the ball I should just serve illegally as well. I usually point out to my opponent in a friendly manner that they need to toss the ball, but then after that I usually don't say much unless they are blatantly doing illegal serves to gain an advantage in some way.
Another thing I've noticed that doesn't get called much is when people move the hand holding the ball. If you watch Timothy Wang's serves during his National's matches you will see that he starts out holding the ball with his hand at the middle of the table but then he pulls it back quite a bit before he tosses it up and never gets called for that.

I don't complain about low ball tosses when facing older players as long as I can do them as well.  The thing is that there was a time when serving out of the hand was legal so many of them do that.  I can serve out of my hand as well with quick placement.
 
Hidden serves is another cup of tea entirely.
I like putting heavy topspin on the ball...

In the SF match against Kanak, he did get called for it...once.  Timothy's serve, while technically illegal, is not as bad as others I've seen.

How can the umpires not call that. They called faults for not tossing the ball up high enough or for David Zhuang for not getting his left arm out of the way while the ball was descending. I really think that rule should be done away with and just let them move their hand anywhere behind the table as long as it's legal in all other aspects.

You should look at chinese ameture TT scene. There's a lot of PH FH lp.

It really depends on the umpire; nothing could be done. At higher level, just treat everyone's serve as illegal.

That's for sure.  Not just LP either, but sometimes LP rubber that has not been changed in years on an ancient blade that looks like it was chewed up by the family dog but which they have been using --- forever.  And some of these guys can attack effectively with them -- not necessarily with a lot of speed, but it is unexpected and they seem to find uncomfortable places to place the ball.  Mostly it is older guys that I have seen doing this, but I saw one teenage girl at a province level training facility who played that way, and she was scary good.  Pop their pushes even a cm too high and whamo.  If you are a conventional topspin shakehand player against those guys, it really helps to be very comfortable attacking with your BH and to have a bunch of good deep serves, especially deep dead and deep with slight underspin.  But know in advance that it is not going to be a lot of fun!!  A lot of those guys have been playing forever, and even if self taught, they have profound tactical skills and feel.

The girl's FH is LP (CK531A). Ratings Central does not have her record.
(Also the recent NA Teams has a player, Shang Yuan Yuan, who also has LP on her FH (388D-1)
