I'm looking for a rubber with the spin of a tensor that is not soft (hard or med is ok) that is the slowest possible. Can anyone suggest. This is for my backhand. I want max control for pushing but with extra spin from lateral catapult if that makes sense - so no old style rubbers and no chinese tacky.

Donic Baracuda.  Medium density, more spin orientated than speed.
This was a great signature until I realised it was overrated.

If i may ask , looping on both wings your style of playing or just open loops and more BH counters, blocks and smash ?

I play all around style from both sides, so I do all of those.

Andro Hexer worked great for me. Still using it.

Not too soft and not too hard. Almost medium IMO

Not as bouncy as Tenergy, Vega Euro, Nittaku Hammond Pro Beta, and the other Tensors i have tried.

High throw though

Coppa X2 platin (2.0) gives me good control on my back hand style to do all the above mentioned and it is not too soft/springy. 
It is medium - degree of sponge hardness and the top sheet is grippy but not tacky.
Donic Baracuda might be great at looping from BH and heavy back spin serves but on smashes and touch shots i preferred X2 Platin better for BH , nevertheless both are good candidates for your requirement.

aren't all of these suggestions really fast? I think something like reflectoid or tackiness chop is what he's looking for.

i am not sure about reflectoid but Tackiness Chop imo isn't a tensor and kickass was looking for a slow in today's date tensor rubber for back hand - 
according to his post  " so no old style rubbers and no chinese tacky."

that megaspin link indicated speed 80 and spin 79. Which does not agree with the description that the rubber has "maximum grip". Paddlepalace has only the quattro formula which is rated as 83 speed. Maybe too slow. Baracuda sounds interesting though.i'll probably get this. Thanks for all suggestions.

Don't ever base an opinion on manufacturer ratings. Base it off of user reviews. There are 2 reviews at the bottom of the page describing it as exactly what you are asking for

how about vega pro. It is cheaper than baracuda. Is it better for pushing than baracuda?

Why not get a top class rubber from the generation just before the current stuff like Stiga magna in 2.0mm?

because I like the way new gen rubbers add extra spin for the same effort. Old gen just cannot match the spin of new gen.

+1  Going thinner would not adversely affect your serves since that's largely top sheet driven, but it would slow the play down a bit and offer more control.
