Interesting requirement. But here are some cheap options!

Globe 999 Nat
Yinhe Big Dipper
LKT Black Power (Blue Sponge version)

All of which are blue sponge with Black topsheet only.
This was a great signature until I realised it was overrated.

does the OP understand the blue sponge under the chinese national team's DHS is not the same sponge as any of the ones listed here?

Large pores peculiar sponge, variety of thickness, 9$   now available from eacheng depot.
   Several testers did felt the sponge emulates tenergy very closely in some aspects.

The sponge-rubber conbination is an artificial creature worked out on request from a German tt club, limited edition.

Some of the 729/friendship rubber (black sheet) has blue sponges. They are cheap, tacky and slow. Ex. 729 fx

Globe 999 national black. Heavy, spinny and slow ~$15

DHS hurricane 3's provincial and national version.

My favorite Darker vlon s blue, black sheet. Not ittf approved anymore though... Fast, spinny, heavy as hell but cheap $12.

I once deliberately seek Chinese rubbers with blue sponge from taobao. Bought a pile from brands like Tuttle, Sanwei, Reactor, Darker, even fake DHS. But only the Yinhe Big Dipper is worth mentioning.

I have tried it. Nice rubber. Kind of reminds me of razka 7. It is worth the price for sure. Non-tacky. Good pop on the sponge. Highish throw.
