Neo was DHS answer to the sg ban, so the neo versions is supposed to be pre-boosted! also the top sheet generally have less tack then their non boosted counter parts!

Playing wise (H2), i found the neo versions faster with livelier sponge (for a chinese rubber anyways)

NEO series is less tacky and has a softer feeling sponge.  When tuned, NEO H3 domes less compared to classic H3, but has a more noticeable gain in speed, spin, and softness.  I would only use the boosted non-NEO nowadays if you are using a flexible blade and the NEO sponge feels too mushy.

All four NEO rubbers play well, with H3neo and TG3neo being the most popular it seems.  I personally use TG2neo.

I would add that the neo versions are around 5-7g lighter than their counterparts.  I think because the topsheets are a little thinner.

NEO version is pr-boosted version, and the sponge has a softer and flexible feeling than be no-boosted H3.
