Has anybody tried this rubber? How does it compare to H3 Neo National?

I've tried the regular orange version, but have not tried the Blue Version. 

The regular is excellent. Very fast and bouncy, but also fairly tacky and spinny. Very easy to use and very high offensive potential. For me, it's way better than H3 Neo.

I've used it.. But can't compare it with H3 Neo National since I don't have experience with that.
I used the 39 degree. Very spinny, sticky, a bit low throw to my liking. I wish it has higher throw like 729 Battle 2 Blue Sponge (Provincial)

Is it very bouncy? is the topsheet elastic?

Maybe just go with the regular commercial Jupiter 3 orange sponge. It is very fast and bouncy, but the tacksheet is still tacky. It's very much a hybrid rubber but even faster than many of the ESN hybrid rubbers.
