For a close to the table offensive player with long pips on one side and who twiddles often, what would be more effective against/disturbing for the opponent, short pips or inverted rubber on the other side?

Both, it depends on what you like.
 
I am using Xiom Guillotine S long pips now and my opps and friends at my club get always so angry when I use either SP or LP, it doesnt matter whether LP or SP

I use sp on one side and inverted on the other, the thing is that if you use pips on both sides your serves will suffer so for your case I'd go with inverted but if you prefer smashing close distance you could try some spinny sp and add some spinmax on it

... But there maybe a few draw backs when moving to pip bothsides

1) the main draw back would be that you may find less people would ask to have a game with you
2)serving plays a big part on setting yourself up early very hard to serve well with the short unless your middle name is "He Zhi Wen!"
3) normal inverted combined with lp adds greater variation on the amount of spin you give
