Language barrier issue?
"racket coverings" = topsheet only, or...
"racket coverings" = topsheet and sponge
If it means the latter, then chemically treating the sponge with a tuner definitely enhances the "play characteristics." In fact, that's why we do it!

Racket covering is "bureaucratese" for the rubber (topsheet+sponge), ie, whatever thing you glue on your naked blade. |
