After 9/1, the ban will be in effect and my question is about the enforcement of it.
How would someone be sure whether speed glue was used or not?

(Since I never speed glued, maybe I am missing something obvious...)

There is a machine for smelling speed glue.  It will be used at bigger tournaments.   At small tournaments, people will just be using their noses. 
 
Speed glued and/or tuned rubbers smell.  All anyone has to do is smell your racket.  
 
The rules stipulate that you have to show your opponent your racket at the start of the match.  If you don't let them smell it, then they have probable cause to request a referee to smell it if they are suspicious.
 
 
Its pretty hard to hide

I got mine tested for fun recently and even though it was only VOC free speed glue that was used it failed.
I still don't know why. But on that day a load of people failed who claimed to not have used any sort of glue or booster

I see... So the catch is the smell...

This gave me interesting ideas, such as:

Bringing your paddle to the tournament in a sack of coffee or, even worse, putting garlic in your paddle cover.Wink

Paraffin oil doesn't smell, only the over the couner tuners like CTE does and Paraffin oil is what most tuners are made of, without the smell additive.

Where did you see the ruling that states that smelling the glue or booster will be enough to bring the paddle to the umpires attention?  If this is an official ruling it would be ridiculous.  The whole idea of the elimination of the voc's at this time is due to health hazards.  Now you are supposed to take a big whiff of somebodys paddle and if it is illegal you have just inhaled all of the health hazarous voc's which is the quickest way of entering  the body.  Not only the health hazard question, but what if you smell something funny, what does the tournament referee or umpire do if he does not have an ENEZ?  A persons olfactory senses would seem to be very subjective and very inacurate.  I have not seen anything posted from the USATT and I have trouble believing that smelling is their solution to identifying illegal racquets.

I've definately owned some rubbers in my time that just smelled NASTY out of the package.
