Rubber cement in a jar is a VOC. When we remove the jar's cap the VOC disperses fumes into the air. Dangerous fumes! Bad, bad fumes! Mr. Smith glues his rubber and sponge to his blade using rubber cement. Mr. Smith puts his newly constructed paddle into the closet for three months. When the paddle is retrieved, the fumes are gone!
The rubber cement is no longer a VOC, now it's just an adhessive.
1 - Can Mr. Smith go to the ITTF tournament and play with this paddle?
2 - The testing machines will say it passes, won't they?
3 - Is it illegal or not illegal to use this bat?

you should be fine on all counts because of the amount of time (and dissapation) elapsed.

Since you used an unapproved glue it is illegal... but since you can't get caught it could become a question of morals. For me Best Test is cheap, dries faster and I feel it is fine for non-tournament use. When it's time to go to a tournament I'll use Butterfly Free Chack. Then hopefully I can count all my wins as wins. |

If you only used the minimum to attach it then it probably makes very little difference to the rubber and you shouldn't feel guilty about using a rubber stuck on in this way. If you apply a few layers of speed glue and intentionally change the characteristics of the rubber (-making it faster, more spinny and increasing the throw angle) then you should feel guilty about doing it as it is cheating. Either way you probably won't get caught.
