An idea would be the setting up of Youth centres - with sports such as Table tennis, chess, table soccer, billiard. Normally a council would support such initiatives, and if an interested person takes the lead and contacts other people interested in the other sports and make a joint application for a youth centre - with each sport keeping to itself - and fixed schedules - and a space which is big enough - then I think even towns of 50,000 could get something going, even if it is not so professional. Of course, I do not know the situation in the US and have never been there - but that strategy would work very well in Europe.
