blue sponge can only be used under black topsheet. Some sort of coloring regulation, aka rubber dress code

My coach plays with the Friendship 729-2 Red Blue Sponge China National team. He got them from Li Jiao former Chinese Provincial Team Member and now the NO.1 Female Player in  Holland.

Translucent red coverings may not be used over dark sponges or dark

Is 729-2 a translucent red covering?

I find the blue sponge seems to be a little softer and more lively than the orange sponge.

all red rubbers are translucent, just to different degrees

That may be true , but if all coverings are translucent there would be no need for the ittf to use the word in the description, or so it would seem.

Assuming what sunflex wrote is correct, why would a provincial team member have illegal national team rubber sheets, maybe provincial and national  team members who use 729 products do not play outside of China? 
Maybe she gave them away now that she is playing in Holland?

You have a point there with the wording of 'translucent' sprite
I tried looking for some definitions on the iTTF rulebook but couldn't find any. Even with the topsheets of traditional chinese rubbers like tsp summit and h3, however, you can still faintly see the pimples underneath.

Another case of confusing wording in ittf law. 

I would guess that maybe some black sheets are not translucent, so they decided to use the word for both colors?
This still doesn't resolve the case of Li Jiao's rubber sheet, so the apparent mystery remains.

I'm going to agree that everything I've ever heard is that you can't put a blue sponge under a red topsheet.  I'm thinking that somebody's coach may have done it, but I bet he hasn't played with it in an ittf event.

Maybe that's why li jiao gave it away! :)  Or maybe she had the sponge but the guy wanted red topsheet, so she just put it on there for him.

green transcend is probably as close to blue as you can get under a red sheet

ITTF is a joke. I have a new dark Boll Tri carbon blade. ITTF rules does not allow red rubber top sheet on my blade? I can only play with black on both sides.

ITTF have too many un-needed rules.

you just can't use a red topsheet without a sponge (ox) on ur boll carbon. The rule doesn't say you cannot put a topsheet + sponge on ur boll carbon. All the rules are needed, otherwise they wouldn't exist.
