How to fix chips on top ply?

I don't know, never tried it but I'm guessing - if the chip is not too big and is just .5-1 mm of the top ply, put a couple of drops of super glue, let it dry, then put couple more drops and after its all dry, use sandpaper to smoothen. This should prevent further chipping. You can also try hot glue instead.

I never used it for blades but I did it with rubbers (just gluing, not gluing and sanding :-)). Earlier this year I glued a new sheet of MX-P on my blade and, the very first day of playing with it, I hit the corner of the table with pretty hard. About 3 mm length crack formed involving the rubber and sponge. It wouldn't have made any difference in playing as the crack was on the edge, but I thought over time it'll get bigger and will move centripetally. So I super glued the flaps of rubber and sponge around the crack (carefully not accidently superglueing them to blade). After that I used the rubber for 6 months with no problem.

Not tested on blades before. I'd do it if need arise, I like experimenting

Wood filler, sand smooth with extra fine grit sandpaper, water resistant sealer like oil-based polyurethane, sand smooth with extra fine grit sandpaper, done.

Wood filler works for me.
