What are some drills I can do or some techniques I can use to improve basic skills like hand eye coordination, reflexes, and reaction speed?

Random ball drills. EG: Do a regular forehand drill but have your partner send a ball into the backhand corner at irregular intervals, or vice versa.

IMO, good recovery and footwork is much more important than reaction speed when it comes to getting to the ball on time. And as you play you will just get better at predicting where the ball will end up. There is little that can be done to develop brute, reaction speed. I am not sure, even, that it improves with experience. I think the professionals have just developed the aforementioned skills to a considerable degree. But a little bit of caffeine, a good mood, and lots of sleep will help.

In that case, what are some good, simple, effective footwork drills? I find that I have problems positioning myself to make the right stroke, so whatever I can do to improve that will help a lot.

Simple foot work drills? Alternate between the FH and the BH. Try the Falkenburg drill at a slow pace. BH from BH corner, FH from BH corner, and then sprint to catch the FH from the FH corner. Requires a partner with good ball control.

foot work drills.
1. hit fh, then bh.
2. hit fh from bh corner cross court, then down the line.
3. variations of falkenberg. start with a simple one with bh, fh from bh corner, then a forehand in the middle of the table. then later you can try to get the fh from fh corner.
4. fh at bh corner, then middle, then fh corner.

do multi ball. Let your partner feed you some fast smashes(not too hard). This will improve you reaction alot.

i trained for about 1 year 2 times a week against a one side up table
doing backhand for 5-10 minutes and   forehand 5-10 minutes and doing rallyes 5-10 minutes
this really improved my reaction a lot, i react real fast now since the bal comes back very fast when you are playing against one half of the table,.
It requires some determination since its not as much fun as training with a partner though,

A lot playing but make enough brakes!!!
Give your brain time to handle that informations!

It's also good to watch games - the brain also can handle informations from watching - but you need tzhe basics first!

Also you have to play for fun - do not play the whole training multiball or any other exercises. If you are pretty good, use multiball etc. for improving you technique - but not for "learning"!
