How are the equipment of different brands compared to each other i.e.rating.

For Example RITC 729 focus III is considred (as rating) to be fast but compared to what? Other Rubbers from different brands or rubbers from RITC only?

There is no valid rating for different brands. The rating from the manufacturer is only for the brand they are manufacturing, and sometimes even that is not accurate. Example : Speed of Kumpuru is rated at 7,4 compared to Schlager Carbon which is rated as 10,5 and both are Butterfly. To compare different brands, we have to try it to find out.

Focus III is a non-tacky rubber, so it's faster than their normal 729 tacky rubbers. Overall, it's not that fast though, at least not without speed glue.
