Well in short boosters/tuners are for making rubbers faster and with more dwell time - spinnier. Tuned rubbers are faster and more bouncier. There are different boosters with different effects and time lasting. It is said that almost all pros tune their rubbers.

How is this tuning done, like with a special glue? And is this legal?

According to the rules, anything that modifies a rubbers performance is illegal, however in reality it is legal unless proven otherwise. The main check they may do on your blade will be a voc test but I don't believe many (if any tuners/boosters) would test positive to this. Even rubber cement will test fine after a few days.

Thanks, why would anyone need to do this. I mean there are a number of blades and rubbers out there which have different speeds and spins, so why not get those instead of messing around with your own equipment :O

They may want more speed and/or spin that current rubber can give them, or they cannot find a rubber with the characteristics they want (eg a very fast AND tacky rubber), or they wish to save money by booster a cheap rubber to give it higher performance like expensive rubbers.

just use water based glue. it's better for your health too. WB glues do not contain 'volatile organic compounds'

honestly, i do not see the point in why people use boosters, speed glue etc to enhance their equipment... you are better off pratising your technique. there is so much your equipment can help you.
