I do not see why you cannot. many chinese players have used Stiga blades with DHS rubbers. Wang Liqin used Stiga OC (5ply) wit Hurricane. Clipper and Avalox P700 are also compatible. (7ply)

I thought that stratus powerwood was a fast blade? It would somewhat compensate for the slower chinese rubbers wouldnt it?

Correction- Many Chinese players have used Stiga blades with DHS rubbers annnd speed glue. LOL

in the wttc in moscow'2010  liu shiwen used to use korbel.. blade identical to SPW and even slower

I use the SPW, it is a fast Off blade but I dont use Chinese rubber - if I did I would need something faster to compensate.

Yes, if you use speed glue you will be fine.
