i feel it makes a slight difference in control and consistency but not enough to alter play. however, some ppl say the uneven bumps from old glue layers cause erratic bounce behavior that can be felt.

Good question.

I think it depends on the type of glue (tearmender: remove it as the layer might be rough. perhaps don't remove a thinner glue like Dianchi?) and also the type of rubber (some rubbers' characteristics are significantly defined by the original booster on them - remove the glue layer and quite a bit of the booster comes off, which, along with the shrinkage makes the rubber inconsistent)

I'm not so much worried about bumps, but more about the number of layers and what type of glue.

With Dianchi, I can't have more than 1 layer on the sponge and one on the blade. That rubberised coating deadens the feel and adds the wrong kind of catapult. But in a small quantity it can be perfect.

Others glues are pretty inert and you can add 2-3 layers easily without changing the feel.
