If i use fine sand  paper to sand the top of my short pimple rubber will it spin the ball less

It depends on the rubber you exposed from the sanding, it could be gripper than the original pip.

This is not a good idea.
  1. Unless you did it perfectly, your rubber would not be uniform so different spots on your rubber would spin more than others.  This will make your shots inconsistent.
  2. It's clearly against the rules and would not be tournament legal
