An instant test for rubber elasticity is certainly needed.

We've got a plenty of evidences that some manufacturers did adapted a variety of non-rubber materials in making racket coverings, such as foamed eva plastic, rubbered cardboard etc, This is a stark defiance to the official ITTF Regulations that all the inelastic materials should be disallowed from the production of racket coverings. It is an utterly reasonable and relevant restriction considering that many of the inelastic materials are tending to cause irrreversible pocks upon the ball impact during a rally, and it is never accepted anyway.

It stands to reason that we need an instant test that umpire can do right prior to a match, with the view to prevent those inelastic materials from the sport.

PROPOSITION TO ITTF URC.
— One more test on player's racket is supposed in addition to the standard testing procedure, that the umpire can effect promptly with no specific instrument.
Test For Elasticity
— Press a thumb onto the rubber for a moment and see if some permanent pocks to happen on the rubber surface. Any visible deformations (pocks) left on the surface will invalidate a racket, and this substandard racket must be replaced prior to a match.

If these rubbers get ITTF approval, there is no need for umpires to do these tests. I believe that to get ITTF approval the manufacturer must include a sample WITH a sponge, so it's up to the ITTF to decide if it's legal or not, there should be no need for umpires or players to waste time on this.
