Apparently, not just this tournament, but they won't be playing outside of China until the Summer Olympics:

“We will not be able to send table tennis players to play outside of China until the Olympic Games due to the ongoing pandemic situation worldwide."

There will be a WTT China event before the Olympics, said maybe in May. It is really tough for any people in china to go abroad now, as the process to go back to china is too time cosuming.

To give up this event is an apparent bluff by China.
Quote The most common usage
of bluff is as a verb meaning to
pretend. If you bluff at cards, you
are pretending to have a better
hand than you do.
Many a good crime story ends with
a bluff—"I've already contacted the
police and they're on their way," the
detective will say when that is not
at all the case. The expression
"calling your bluff" comes from
poker, where you "call" a game to
see someone's actual cards. Calling
someone's bluff means forcing
them to admit the truth.

What can China achieve for a bluff like this?

Everyone going to China needs to follow a very strict 21-28 day quarantine. And there is no direct flight from Qatar to China at the moment.  It can be a horrible experience to travel around the world right now.  I think it is a wise decision for CNT not to play in the event.

What I found @ going to China:

China currently allows foreign nationals with valid residence permits and visas to enter the country under certain conditions. The U.S. Embassy has no say in these policies, and these are subject to change at any time.
    • As of December 23, 2020, travelers must complete PCR NAT and IgM antibody tests in the departure city. Please follow guidance on the PRC Embassy website to identify approved labs.
  • Is a negative COVID-19 test required for entry?  Yes.
    • All inbound passengers are required to quarantine for at least 14 days upon arrival. Testing upon arrival and for release from quarantine may include blood tests, as well as oral, nasal, and anal swab tests.
  • Are health screening procedures in place at airports and other ports of entry?  Yes.
So SOMEDAY I'll go to China, but not anytime soon!!

Neither do I. Apparently they react weirdly to the tests.
