Its easy to make one, I will take a photo and show you.

Its made from PVC Drainage pipe - about 150mm diameter, you only need a scrap piece.

Fishing wire, thicker the better.

and a painters cheap extension pole, or an old broom stick, (Find an old witch and ask her to save her old one)LOL

Unfortunetely, The PVC pipe costs a bit, If you go to some industrial building sites, you might be able to find and Off-Cut. That then make the Ball picker - upper Cheap.

Takes about 30mins to make one. The hardest part is finding the Saddle clips to hold the Handle.

When you make it, dont make the fishing line to tight (makes the balls pop out the top.

I used fishing crimpers to make it nice and neat.

How do you know where to drill the holes to attach fishing line? I think the measurements must be accurate or as you said the balls may pop or fall back out.

hmm pcv, dunno if they have something in that size at home depot. Dunno where you would get fishing line, maybe sports authority.
How do you attach the stick to the tube?

You can use a large coffee can. Remove the bottom of the can with a can openner. Put the string on the lid end which is stonger.

Not a problem if you use heavy fishing line and fill the holes with epoxy after you put the string on. I pull the string over the top of the can rather than inside, it is more efficient in picking up the ball and less chance of metal cutting the line.

If you use the right can openner that do not remove the thick metal rim, there is no sharp metal exposed.

The spacing between the strings depends on the size of the string and the tension. For 40mm balls, try 30mm. It don't have to be very accurate.

No. When you press the picker on top of the ball, the strings elongate like rubber bands to allow the ball thru. Between 25-35mm it should work OK.
