what blade is slow, hard and stiff? 
and not oversized and no balsa core? 
and cost less than $40?
 
I am looking for something for just passive blocking with LP/MP's.

I dont think a blade can be both hard and stiff and still be slow.

Aren't most defensive blades stiff and slow? Donic Defplay Senso is a good one I've tried.

I have the Hallmark Combo blade:  OFF on FH and DEF on BH.

Don't know about the core but Yinhe (Galaxy) K-3 felt stiff and slow, and it's under $40.

The Hallmark is what I settled on as well. It would be nice if it were a little slower, but the stiffness was more important to me. I just can't control the flexible defensive blades anymore on the forehand. With speed glue I could. It must have had something to do with the reduced dwell time.

Actually I have my eyes on the Hallmark Strategy blade.  Unfortunately, that and all Hallmark blades are oversized.

One way to keep speed down in a stiff blade is to reduce weight.

Unfortunately, you've ruled out balsa cores, which are great at providing stiffness and keeping weight low.

Hard outer plies add speed but also increase spin reversal off of OX rubbers.

Maybe you could PM Pushblocker; he is excellent at choosing slow blades that work well with OX blocking rubbers.

Well, if it became too handle-heavy you could still drill a hole in the handle to restore the original balance.

Any recreational 3$ paddle is probably slow, stiff and hard. Just attach your rubbers.
