Somewhat off-topic question - I went to look up Russian ratings here:

and was a bit surprised not to find any of people in the videos there :). OK, Alina was there at 366 (for comparison, #1 in Russia Yana Noskova is at 1642). How does this work? Do most people in your club skip playing tournaments, or at least sanctioned/rated ones?  Are ratings only for people who are trying to make it to pro level and amateurs simply do not bother? Most of the people on the list I saw are really 'juniors' - here in USA bulk of tournament participants seem to be adults with no national team aspirations.

To get rating you should play in rating tournaments and as they are mostly held in central Russia our players can't afford it due finances.
 But most of those you watched here had rating thanks to Siberia's championship which was held once in Irkutsk in 2014.

 Kornilova Alla 1139 Корнилова Алла
 Tsurikov   902  Цуриков
 Nekrasov   873 НЕкрасов
 Krotov     558   Кротов
 Adushinov 872   Адушинов
 Semenova 1072 Семенова

One should pay once a year payment for rating and participate in such tournaments.

I see - that explains it. So, once you skip your annual dues, you no longer appear in the list. 

How does rating system work in general (USATT system is ELO-based, borrowed from chess, I presume)? Looking at the link you provided, it still is extremely weighted toward youngsters, hard to find players over 40 - in contrast with US, where you can regularly run into (and lose) to 70+ folks.

The Irkutsk Club seems to be doing quite well without using rated tournaments.

More shooting today. Arina Pogosyantz helped me to get better result - 24 shots for 9 seconds, previous was with AlinaArbatskaya - 20 bshots for 10 seconds.
