What is a good fast and disruptive short pips. By disruptive I mean that gives dead balls on blocks and hits. Also one that is easy to hit against topspin. I will be playing it on a slow paddle on my forehand.

These are all fast and disruptive. They are not spinny but that is part of the reason for their disruptive nature

For what you are asking, the high tension sps like Flarestorm and Tyranno wont disrupt as much. They are powerful but they are more spinny and therefore less disruptive

Pluto is one of the most disruptive medium pips, 563 has the best balance IMHO, Hexer Pips can quite disruptive and is really fast...

to have high speed in any rubber, you need a thick sponge.  unfortunately, a thick sponge usually reduces the effectiveness of any disruption/trickiness of any pips.

I used to play with pips for quite some time and these are the ones I found the most disruptive and fast at the same time:
- 563 topsheet combined with an Avalox 30deg. sponge; very bouncy
- Giant Dragon 8228A-FC; relatively hard, bouncy and fast
Both are not easy to play and require good technique.
For me the best pip was Diamant in 1.2 on a fast carbon blade; still fast enough and very disruptive  but it might not fit what you asked for.

I would add Giant Dragon 612 Turbo.  It is really more like a medium pip that plays almost like a LP.  It is very difficult to play with and against.  For starters I recommend 802 1.5mm or 802-1 1.8mm from Zeropong.

I have never figured out why someone would buy 563.  It isn't as difficult to play against as 612 Turbo.

Andro blowfish+ is very fast and pretty disruptive! especially in 1.8. I've played with a lot of short pips and I really like this sp as it is easy to attack under spin with while producing deadly blocks that cause opponent to return into the net.

Otherwise, for a new transgender player, Kokutaku 119 max is a powerful, very easy to play rubber.

I can not play with the new Haifu Dolphin with Red Sponge at all, the Sponge is too hard, I think it's the same one they used for the BWII.

If I was looking for a disruptive SP, I think I'd just make the jump to MP. I've played with Friendship 563 and its not that far off from regular 802 IMO. But obviously not quite as spiny. So I would try that. If you think that still might not be disruptive enough, I'd try 563-1 probably.

I used to play a guy with 802-1 and sometimes a block vs my loop would yield a reversal with heavy BS because I didn't know SP's could do that so my next shot would go straight down into the table. That didn't happen with all his SP blocks sometimes it would come back normal light TS. Maybe 1 out of 5 or more blocks it would reverse.

+1.  Best to use 1.8 35 degree sponge.
