I do not think it is sanded, obviously the old top ply has been repaired with a new Hinoki ply. Take a Close look at the blade, i think either the Region of the neck to the beginning of the handle (wing) has been replaced or the opposite/upper Region (the main part of the blades head)

.... I see the sign on the front page of the first owner washed with acetone. Wanted to erase the traces of glue. Very successful.
The blade surfaces producing intact and undamaged, absolute. This guarantee.
