Serves and serve return seemed to be too weak to be much over 1600.  Add the poor footwork and they could be even less.  There were some nice shots though.

Zero. They don't play in the US and have no rating.

But, the shakehands player is playing with pips, probably long pips with either thin or no sponge on his backhand. So the penholder may be deliberately holding back so as to limit the spin reflection. Plus, he is winning easily, why waste energy when you are winning?

In reality, it's just too hard to tell much from just one match.

I'm with 'rocketman222' here (1800-2000) - style match up makes it look bad on video. 

Black shirt can be even higher, but he's playing against pips here, wining easily as others pointed out, so does not have to extend himself much.
