Is it allowed to have two sponges under the topsheet, as long as the total thickness does not exceed 4mm?

No it's not.

2.04.03.02      Sandwich rubber is a single layer of cellular rubber (sponge) covered with a single outer layer of ordinary pimpled rubber, the thickness of the pimpled rubber not being more than 2.0mm.
