This was my father's blade. He packed his paddle case in a checked in luggage on a flight. Don't know if it was the temperature or pressure changes, or poor handling of baggage that caused this. Also 1ply hinoki is probably more susceptible to damage as well. Poor blade, but it has been super glued back together!

It might be hitting against legs in frustration after losing a point. I´ve seen it a lot.

SOME PUZZLER.

Broken racket is not easy case for umpire to decide. How should I deal with the case? Should the offender be expelled from a match?

Easy.
At high level tournaments, apply the rules as written.
At lower levels, use commonsense

That kind of J-Pen blade breaks like that ALL the time. Some players go to the extreme and break it and reglue it to reduce chance of splitting down the line.

Just a good wood glue.  The glued joint has never failed.  You have to be careful to make sure face of the blade is flat when gluing and not to use too much glue which could leave a raised ridge along the joint.
