From the big companies, it probably is.
But it is possible to get thicker jpens if you go to custom blades. For example, Kevin from American Hinoki can make a one ply blade that is as thick as you want

I just remembered that Ariex also has a thick one ply hinoki, the blade name is Royal.  It has 11mm too if I'm not mistaken

The grain is not correct for a table tennis blade. It needs to be quartersawn.

I have made a 12 mm one before, but it is shakehand. Any thickness is possible, as long as the wood you have is thick enough. I could make a 25 mm blade if I wanted, but 12 is enough for me. I have seen people with even thicker Balsa blades.
