I don't know if you can get quality ones that have been made recently, but old sealed packs are on ebay.

Now I have the same feeling too. I am a small time collector, so I have 16 different 38mm balls, but as they are in my collection, I don't play with them. 

However, if you find where to buy good 38mm balls pls share a link. 

I saw once 38mm balls on Aliexpress, but they were crappy ones, like 100 balls for 3 USD or smth.. I guess the same balls should be on eBay too, cause lots of resellers from Chinese sites are there

One of the guys at my workplace is a hard bat player. Due to the durability concerns in ABS/Plastic balls (regardless of 3 star), he switched to 38 mm balls for practice. He mentioned that those balls never break and costed him about $4-5 a piece. Double circle is the manufacturer. I'll update this thread as I get to know more where he bought them from.

So it seems these are old balls, not new balls manufactured by somebody who found some old plastic moulding forms in his garage... It looks I have these balls in my little collection. 

But it's a good find :)
