If I am correct, the difference is the quality of the rubber that was used to make it. Hurricane rubbers tend to sometimes be inconsistent, usually in terms of commercial. Provincial and National tend to be higher quality with more consistent playing characteristics. In addition, they can be boosted more as they are usually harder (as the degree increases, so does the hardness).
