Yes, the blue sponge is special. You should read some reviews on it. It's not like with BW2 or 3 with their "national" version which was a ripoff from all reports. If you have a confident stroke, better versions of hurricane 3 can be beastly, my H3 prov will loop almost anything over the table if I get a strong swing on it and land it on the other side nicely. You can feel the difference, even just while touching normal vs provincial.
Heck, there is even special version of tenergy that are improved, a guy at the club yesterday was playing with some he got from a sponsored player and until he mentioned it I was wondering him an old fat guy was looping so hard.
