Anyone else noticed this? VLC player can deinterlace with the network stream feature from a link like one of the many cctv youtube videos, but it's still kind of weird to have such an "old" issue on HD videos.

It's not old. The standard for HD broadcast is still interlaced, as in 1080i. The only "true HD" is commercial Bluray discs content, in 1080p.
ITTV uses the same TV broadcast feed but the production crew makes mistakes from time to time, like without deinterlacing before streaming it this time. |

Perhaps it is not a mistake but a conscious attempt - by laola1.tv, not ITTF, btw - to reduce web server load when streaming popular content that does not generate a lot of $$.

I grabbed a copy of the stream. From the video metadata, the "scan type" flag is set to progressive. Whoever was responsible forgot to deinterlace the feed before streaming it.

I believe the free steaming at itTV / laola1.tv is HQ (480p). If you want HD (at least 720p) streaming, you need to pay $$$ to laola1.tv or watch at cctv5+ / 52waha.

The ITTV live stream is streamed at 720p, but the VOD streamed at "High" setting is only 540p.
