Apologies for this basic question. 

I notice that on my Tenergy 05 there's a logo that states "ITTF 14-001".  

Does each type of rubber have a unique number AFTER the ITTF?   Or does the 14-001 denote a certain type of certification that many rubber share?  Curious.

To my knowledge, each rubber has a unique number. The first two numbers denote the brand, while the last three specify the approved topsheet/model.
-1 ply Cypress 11.5mm "The Castigator"
-H3 Prov. Blue Sponge 2.2mm 41 deg.
-H3 Prov. Orange Sponge 2.1mm 37 deg

FACTORY TUNING IS DEPRECATED BY ITTF RULES.

Look into this doc throughtout.

-- Manufacturers are now allowed a single rubber-sponge combination only. Single rubber-sponge combination only. Any more variations of a sponge layer disallowed. Any posterior (post-approval) alteration to the sponge chemical composition disallowed. Strictly disallowed by ITTF T4 .   Yes.   
Given the fact: Factory tuning of the sponge layer is a post-approval alteration to the sponge to change its chemical composition, thus it is ILLEGAL anyway.
