Light topspin imo.
All shots are on a continuum between no spin and heavy spin. We may define flat shot differently. I use the term flat shot to mean almost no spin.

This is definitely not no spin, the blade starts low, and snaps upwards and forwards. I would say it has quite decent spin on it. Receiver should never have pushed that blatantly long serve tho...

Decades ago, when the Swedish juniors of the Waldner/Persson generation were annually invited by China to train in China, the Swedes learned this shot.  In China, they were told it was called the "mini-Smash".  When I was taught this technique by the legendary Ulf Tickan Carlsson when he was coach of the Swedish Men's National Team, he indicated that in Sweden it is called the "Chinese mini-smash".
