i`m always use 2 to loop againts topspin but  finish my points with no1 i think.

Ok maybe I am dumb, but a loop is top spin shot.  So you should loop against topspin the same as you loop against a loop.  Loop is the persons stroke to generate topspin, and it can generate a superior amount of topspin, but doesn't always, as it is dependent on lots of stuff.  The paddle angle is going to be largely dependent on the strength of the spin and the trajectory of the ball after it hits your side of the table and whether you take the ball early or late. Geek

I use 3 most often in match situations simply because it's an easier shot to pull off. It's more of a counter drive than a counter loop though.
