I wonder how old it is. Its definitely a long pip, but the pips are soooo far apart.

Seems like a rubber designed for backhand of a penhold blade for those that have problems receiving serves. LOL
See this comfy area, where player can put his fingers without touching the nasty pips.

I have an old Butterfly Co* priced catalogue from the year of 1984.
The PECULAR covering is listed as a "new" product there.
Yea. it was designed to better fit the semi-circular corcsheet one will find on most of the j-pen blades/
   This rubber is easy to cut round the corksheeet so that the ITTF logo keeps intact.

ok... so most likely intended for JPen or CPen BH ?
Makes sense for either I guess.

...still, that playing surface seems unreal!

Butterfly sold this back in the 1980s (you'll find it in their old catalogs). It's meant to go on the back of a Japanese Penhold blade, the kind with the semicircular cork on the reverse side. Before the two color rule these things had bare wood backs, you were allowed to hit the ball with the bare wood (something a lot of older people still do occasionally to confuse people... if you think long pips has spin reversal you've seen nothing yet!). The two clolor rule brought in "paint sheets" so people could add color to the back of the blades (these days they're painted black or red). But they also introduced a rule saying you couldn't hit the ball with bare wood, there had to be rubber there. So they came up with Pecular (NOT "Peculiar") - the curved ID strip is so that you can cut it to fit around the semicircle of cork behind the grip.
