You mean Huieson RC glue ?

I bought this glue on ebay and it almost ruined my Yinhe/ Galaxy  Mercury II  rubbers !

It is fast drying but really affects the sponge . In my case , the glue made the rubber curve upwards around the edge . Even after pressing  the rubber down with a few heavy books for an hour ,  I could still see gap separations along the edge . Finally, I had to redo the job, using Elmer clear school glue !!

For Butterfly Ternergy, I have no idea  ...It may work as the sponge is different from Chinese sponge .
It might be a good idea to test it out first  on a small rubber piece cut from the Tenergy   & see how it goes .

For the glue, you can check it out here :

I think it's a mixture between glue and booster.

it says:
1. Improve the ball speed
2. Increase flexibility
3. Adhesive strength is high
4. No hazards and excellent elasticity while the ball speed enhanced after gluing.The elasticity will be increased gradually after repetitious gluing.

So I think doesn't exist only Huieson booster, without glue...

It is speed glue.
We can't mix booster to glue.

-------------
There is no real "pro", "prov" or "NT" H3 in the market.
Falco is not a booster

Check out this interesting & informative video clip on how to use booster oil on  table tennis rubbers   :

BTW,   the use of booster was banned by ITTF in 2007 .  Why do you want to use it now ?? Shocked

I used this only in the wood to reglue a rubber that already had glue.....and I still felt some speed glue feel was added.
also the rubber became softer.

so it seems this stuff is pretty powerful.

based on the packaging you can tell that it's a VOC glue (brush and Metal top to seal in the fumes)... it's rubber cement with maybe something else to thin it...

I don't think it's just typical rubber cement.
the effect is pretty high.
who knows what they put there.....
