Hi,

Can anyone explain the way the single elimination bracket is formed in Round robin to single elimination tournament when 4 players advance from each group and the number of groups is 7?

4 * 7 = 28
Nearest power of 2 is 32. 
First round of 32 - top 4 seeds get a bye, everyone else plays as normal. After that - round of 16 and son on.

28 players advance. 

24 players battle it out in the 1st round of the SE brackets giving 12 players.

4 get a bye to advance to the 2nd round   

We are in the round of 16.

Yes but the question is who plays whom in the first SE round?! For example, imagine Groups labeled 1 to 7.  Whom Group 1, 4th placed should play?

Seeding should drive the play in the matches that lead to the round of 16, top 4 seeds advance and the closest to fair is reached in organizing the other 12 matches. You are right, that's the hard part ;)

Seeding for the SE should be pre-determined before the RR results are completed. In your scenario, the order should look like this:

Group 1 - 1st
Group 2 - 1st
...
Group 7 - 1st
Group 7 - 2nd
Group 6 - 2nd
...
Group 1 - 2nd
Group 1 - 3rd
Group 2 - 3rd
...
Group 2 - 4th
Group 1 - 4th
