what is the strategy playing against pips out player who blocks extremely well? The loop came back almost like a deadball. When hitting, the ball is fast! Aside from improving my own fundamentals, what are the aspects of a pips out player that can be exploited?

usually pips out players can't generate that much spin, ( i am assuming medium or short pips). just chop to their bh fast and deep, the ball coming back won't have that much spin, then loop to their fh. if its long pips then again long bottomspin push to bh, den it'll come back as topspin and just blast it. i know talk is cheap but i think thats the way XD

Let him open up against you and counter his attack that way. Try to force him away from the table where his pips will be a liability.

I am short pips both sides hitter and blocker. Assuming you are looper (you havent described yr style), you need to send over a spinnier higher arcing loop and finish off with a smash. So play backspin serve and chop return deep and then get in with heavy spin. However the better sp players practice killing the high spin loop.
In that case maybe you need to adapt to counter driving rallies where you drive it back with good power but litle topspin. The sp guy will be at the table blocking and hitting you around, and you may have to lob or fish a lot. If you hang in there you'll find opportunities to get in with your big drive. Make sure that you play the right angles. For instance if you play Fh drive from bh corner down the line, you had better be making a winner. Otherwise it will be blocked wide of yr fh thank you very much!
rule is:
blocker blocks wide to fh You Return Wider to Fh
blocker blocks wide to bh You return Wider to Bh
playing down middle is useful because when yr opp blocks wide from those balls you may be able to trump his angle going down the line or wide diagonally. Just remember that the blockers tactics are similar!
