Are you sure? In the past, Nittaku's practice was to get good H3 tops (provincial quality) and put decent japanese sponges under them (resulting an a more elastic, faster feel).
But the Neo sponge/topsheet combo is a treated sponge and pre-tensioning process (sponge is stretched, then topsheet attached).
Putting an untuned Japanese sponge under H3 tops would likely be a step down, in terms of power.

Good point. But then there is no use of bying the more expensive Jap NEOs. On the other hand, a national version of NEO would cost 3 times more.
