why is it that chinie tacky rubbers tend to have hard spongers and non-tacky have softer ones, wouldnt it be better to have topsheet and mechanical spin?

There are still lots of variations. Cream MRS has medium-soft sponge, LKT Pro XT has very soft sponge.

The problem is that tacky topsheets + soft sponge means that it will be slower.

But you're right, if you want the most spin possible, go for a tacky rubber with soft sponge.
